Rail is pretty useless in Sc2k because it requires the 2x2 stations to work. Water pumps draw more water when surrounded by water. The last four ordinances (City Beautification, etc) increase RCI demand. Rail and highway connections to neighbouring towns increase industrial demand. Road connections increase commercial demand. None of the institutional things need road access, actually. You can put all of them in one corner if you want to min-max.

Schools, hospitals, and colleges don't need to be near anything. I can't find anything on the internet that will help me. What is the formula for working out property value? What are the factors that affect it? Is this an effective strategy to minimize traffic and pollution? Is this a waste of money? So far I have built cities where neighbourhoods are isolated from each other by road but connected by rail.

It's not perfect, but I've used this basic method to get my mass transit numbers to dominate over car transit: That way, Sims won't have to walk straight to work from the subway station, and can instead take the bus part way to their destination. Always make sure that your subways are joined to bus stops (some mods for on-street give you the option to have combined stations, too). With your subways, you'll want to put them under major roads, converging on your downtown (I usually don't do subways to industrial zones Sims don't like to ride them there). So the solution is to blanket your city with stops, usually one every block or so will do the trick. In fact, if they have to walk any more than ten squares during their commute, they'll drive instead, regardless of how congested your roads are. With that done, all you really need to do is remember that Sims are lazy bastards and don't like to walk. Oh, and if you don't have the NAM, you should probably get that, too, as it makes the game simulate transportation much more realistically. They make it much easier to build a transit system, and are a little more realistic, to boot.
